It allowed me to either clear Administrator password and or unlock the Administrator account. However when I did so it give me access with net user administrator command, but when I disabled the account again with the same command it locked my administrator account again.

We suggest following these steps to properly disable the built-in administrator account: Right-click the Start button. Choose Command Prompt Admin.
